Mack has counseled clients for more than 35 years in land use and environmental law matters involving land development and entitlements.  He has appeared before planning commissions and local governments in land use and zoning matters throughout the state of Florida. He has also helped clients navigate zoning and permitting in Jacksonville’s historic neighborhoods. Mack’s practice involves participation in quasi-judicial hearings and related appellate proceedings. His clients include residential real estate developers, lenders, major health systems, and local and national commercial concerns.

His broad experience includes wetlands and water management permitting and enforcement. Clients appreciate the unique perspective Mack brings to the table, based on his firsthand industry knowledge. Before practicing law, he worked in the planning department for the St. Johns River Water Management District, helping shape the long-term vision of the 19-county regulatory agency while still in its infancy. He also served as an environmental planner with Florida Power & Light Company where he oversaw several multi-county transmission line siting/licensing projects and specialty projects such as the Everglades Transmission Line Feasibility Study.

In addition to his law degree, Mack earned a master’s degree in Urban and Regional Planning from the University of Florida’s College of Architecture. He has served as a frequent guest lecturer at the University of Florida on the legal aspects of urban planning. In 2006, the UF College of Design, Construction and Planning named him alumnus of distinction.

When not practicing law, Mack is active in his community. He is currently an elected official serving as Trustee of the Ponte Vedra Municipal Service District, and as former chairman directed the PVMSD’s   Charter amendments. He recently drafted and pursued to adoption the first-ever Ponte Vedra Beach tree protection ordinance.

 

Representative Matters

  • Represented electric utilities in the licensing of new electrical generation and transmission lines under Florida’s Electrical Power Plant and Transmission Line Siting Acts.

  • Represented clients in connection with environmental permitting and approvals for large-scale facilities and renewable energy projects.

  • Defended environmental permit challenges before the Division of Administrative Hearings.

  • Prepared briefs in certiorari appellate proceedings before Florida Circuit and County Courts of Appeal and the Florida Supreme Court.
