The National Law Journal has named Smith Hulsey & Busey shareholders Charmaine Chiu, Amelia Henderson and Steve Moore to its 2021 list of Health Care/Life Sciences Trailblazers. The three attorneys are profiled in a special issue from the publication this month.
Chiu, Henderson and Moore were recognized for their work assisting client Telescope Health launch one of Northeast Florida’s first COVID-19 testing sites at the outset of the pandemic. The team leveraged its experience representing a variety of healthcare organizations to get it done efficiently and within the City of Jacksonville’s required timeframe.
Just six days after bringing the idea to city leaders, Telescope Health conducted its first COVID-19 test at the Prime Osborn Convention Center. Thanks to Telescope Health and its partnership with Baptist Health, Northeast Florida residents had a testing site more than two weeks before the federal government and FEMA set up their own.

Chiu is a member of the firm’s Board of Directors and chairs the firm’s integrated Healthcare Practice Team. As one of only 129 attorneys certified by The Florida Bar in healthcare law, she represents health systems and hospitals, academic medical centers, clinically integrated networks, physician group practices and other healthcare providers in complex transactions and regulatory matters.
Henderson practices in the firm’s healthcare and corporate departments, focusing her work on healthcare regulatory and transactional law, corporate transactional law and trademark law. She assists healthcare and corporate clients with acquisitions and other business transactions, as well as advises clients on complex and frequently changing healthcare laws.
Moore is a member of the firm’s Board of Directors and a corporate transactional lawyer in the firm’s business and healthcare practice areas. For more than 20 years, his practice has focused on representing clients in their most important and complicated transactions, including the negotiation and documentation of mergers, acquisitions and stock and asset sales, joint ventures, private equity investments and financings.
